If you're asking about English definition, Off-White is something a little 'dirty' for white.  Like a "tanned white" or "egg white" or "yellowish-white."

If you're asking me about that specific item, I dunno how "off"-white it is.

I referred to the color, based on your answer I guess this is what we (in The Netherlands) call "broken white".
